Not all music is downloading

Hi,

Hopefully someone can help with this question!

I have an iPod touch. It has plenty of space on it as I just want to use it for music. I have an Apple Music subscription. I wanted to download my playlist onto my iPod so I could listen without being connected to the internet. I followed the steps and the little cloud icon turned into a little phone with a tick. However out of the 700 songs on my playlist only 200 were downloaded. This problem happens on all my playlists - not matter what I do it is not downloading all the songs on my playlist.

Previous troubleshooting has been and after each thing I have tried downloading my playlist and the problem still happens:

Restarting iPod

Resetting iPod

Signing out of Apple Music and signing back in

Removing iCloud library and adding it back on

Buying a new Fricking iPod

I have not found any reason online why this happens, and it is really annoying because I want to use my iPod to listen to music, and there is no point in me having a iPod if I have to be connected to the internet or my data plan to listen to music as I could do that on any of my other devices.
