Entering Password Twice is this Normal

I Have too do everything twice on my iPhone and on my iPad. My iPhone 6S is throgh Verizon and my IPad Mini with Data is threw At&T .My keyboard has a passwords in the left side of it is this normal? Im told they can't communicate with each other other and I'm not on any social network although I have moments in my photos and can't get them gone. I'm not able to get any photos out of there. I really don't know what to do and I've changed my password, and set up new email accounts only to get them hacked as well. My Apple products restart themselves everyday and I don't have home internet connection or wifi. And yet everyone who I come in contact with I become sync with. Does anyone know how to stop this ?
