Can I delete all photos from all my Apple devices and keep my albums stored in iCloud

Hi All

I've been googling around trying to find the answer for this but I still don't have a clear answer.

I want to delete all my photos (that are already backed-up in iCloud), from all my Apple devices, It's ok for me to access the photos from the iCloud.com as long as I can use that space for other data in my devices.
