Yes you can, for backup purposes, you can use any cloud storage, flickr, box, dropbox, etc. Just copy the files to dropbox from the original source, ie your mac. The version of the photos in iCloud may not the the original sizes photos.
I don't store any photos in iCloud, other than my photo stream.
Technically the originals are not in the cloud but still on your mac. To stop any further photos being backed up to the iCloud go to System Preferences > iCloud > and untick the Photos option.
You can either just backup the whole Photos folder ( /username/pictures/photo library) of drag the photos from out of Photos and into your dropbox folder.
