Q: how do i open up a back up to review content before deleting or saving?
I am being prompted to buy more storage or delete files from my icloud. $GB of my 5GB allowance is in back ups.
I want to know what photo's are saved on certain back ups before deciding whether I delete the back up or not. How do I 'open' or review the contents of a back up on icloud?

To expand on what FoxFifth said, go to:
Settings > iCloud > Storage > MaqnagexStorage > [Your Phone] under BACKUPS
You will see how much space Photo Library & other apps are using. But you can't see the individual photos. You can transfer photos to your computer:
Import photos and videos from your iPhone, iPad, or iPod touch - Apple Support
and then delete one (or all) from your iPhone (and thus your iCloud backup eventually) to save space that way.
