Have you tried another monitor and cable?
If it is very reproducible with Apple apps with all monitors and cables I would make an appointment at the Genius Bar of an Apple store.

Aug 8, 2016 4:15 PM in response to lllaassby BDismukes,I have access to one monitor through thunderbolt and a second rather old Dell monitor connected through an adapter. I haven't seen the random noise on that monitor but have seen it across many apps and while I can't say for sure that I've seen it in the finder, I definitely have seen it in FCP X. So, genius bar ahoy?
Also, this latest version of El Capitan has done a number on my Wacom tablet, but that's another post.
