Q: Unavailable to use Apple Store app

MY sister has a iPad and she is unavailable to use the Apple Store app. What i need to do to fix the problem.

    Depends upon what you mean 'unavailable to use' - what exactly happens when she tries to the the App Store, and do you mean the App Store app for downloading apps, or the Apple Store app which is a downloadable app for browsing and buying from the Apple online store ?
