Cancelling a download of a song in an iCould playlist deletes all songs

I have an iCloud playlist that I regularly add songs to from various devices (iPhone, PC, Mac, iPad). I recently saw that one of the songs was grayed out on my iPhone (must have added it to the playlist from a different device), and I was about to get on a plane for a few hours, so I told the music app to download the song. The status circle completely filled up, but just sort of sat there for five minutes, so I clicked on it to cancel the download, with the intent of simply not having that song available during the flight. However, the result was that *all* the songs in the playlist are now grayed out and no longer available - I can't play any of the songs.

Cancelling the download of a single song in an iCloud based playlist wiped out the local cache of all of the songs in that playlist.

This is actually the second time in a month this has happened to me. Once I get to a reliable wifi connection, I'll need to download the *entire* playlist again. I'm opening a trouble ticket with Apple, but I was wondering if anyone else has had the same problem, and might know how I avoid it in the future?

iPhone 6s, iOS 9.3.4
