But according to Apple knowledge base if the iPad was activated after September 1, 2013 some apps can be downloaded for free.
I've also been able to download Pages for free on 50+ iPad that we have without issue up until the recent iPads.

Aug 8, 2016 11:30 AM in response to jonathanwashby Demo,AFAIK, they are still free. It they weren't, I'm quite sure they would have updated the support page. The page was updated 4 days ago. Are you using the same ID to try to download the apps that you used to set the iPad up with?

Yes I'm using the same ID I used to setup the iPad but all the iPads have different IDs as they are semi-linked to there asset tags we place on the devices and this has happened to 3 iPads so far.

Was this the procedure used for the iPads that you have set up in the past when you were able to download Pages for free?
If these are business iPads or used at schools, you might be better off asking in the iPad for Business and Education forum.

They are for a business but we don't have a MDM so they're basically setup manually as single device really.
But I'll cross post just in case.
