Q: Changed payment method from cc to debit card but now in app purchase says cannot process payment connect Apple.com/support/we what does this mean and how can I fix?
changed payment method from cc to debit card. Tried to,process an in-app purchase (used before) and getting payment cannot be processed contact Apple.com/support/ww. What does this mean and can I fix.

If it says to contact Apple support then that's what you need to do.
