Stolen Iphone Issue!!!!

Hey guys, I am fairly new to the Apple Community and I am in dire need of your help!

(My first iphone keep in mind)

I went to a concert on July 31st and while I was in the restroom someone stole my iphone. I tried the Find my Iphone App and all devices were off. Panicking, I put it on Lost Mode and hoped someone would call that number. Unfortunately, there are no kind souls holding my iphone since my iphone has not even turned on. (If it did, my location would be on, but still offline to this day) I deactivated my iphone and erased the icloud, but thats pending. I am currently waiting for my new iphone via Asurion, but I have a huge question. I tried calling my number again, but it does not even go straight to Voicemail anymore. It goes straight to the busy tone (the constant and anxiety filled...beep beep beeps)...

Can someone tell me why my stolen iphone is doing that? Is the thief using my phone as we speak? I just dont want them to have access to my photos and apps which are very private. (Also, How do I even get my lost photos back??)

iPhone 6s, iOS 9.3.2

It is doing that because you deactivated the phone and erased it. Since you deactivated service, the phone will no longer go to voicemail. Once you have done that, there is no service for the device and you will not be able to track it any longer. If you have a passcode on the device, they cannot see your content. Buy once you have removed it from iCloud, they will be able to restore it and activate it. The device is gone. As far as photos, if you did not have a backup of them, or you were not using iCloud for photos, then they are lost as well.
