Q: i have two apple accounts. they are my two base emails...
one of my email addresses will go away when i change my internet provider. i need to merge it into the other one or i assume i will loose my purchases when i loose access to the original email. how can i fix / prevent this from happening?

You can't merge accounts, nor transfer content between accounts - content is permanently tied to the account that downloaded it. You can update the primary email address on an account to a new address : Change your Apple ID - Apple Support
