When connected to a computer you are limited to assets in your iTunes library, iCloud, backups and updates.

I cant Connect my HP and my iPad pro there not compatible programs is what I'm being told that Astro pad only for Mac so now I'm waiting to be refunded 29.99 for that program but I don't know if I'm going to be.... SO if u know a program I could use I really need the help... I trying to use photoshop

Here's one that works for Windows and is free on Windows.

The App for your iPad to connect to it, is not free.
