i cloud backup from old dead phone to new old phone
i see the backup on computer when on i cloud but not on phone
my backup is on computer from iphone but not visable on phone. can i access from icloud

If the backup is on your computer it is an iTunes backup. If you cannot see a backup on the phone, then you do not have an iCloud backup. You cannot access an iTunes backup from the computer.
Also, if the backup in iCloud is a newer iOS than the iOS present on the phone, you would need to update the phone before you can restore to that backup.
