I cannot hear though my earbuds on my 4th gen ipad. I have tried two different earbuds. They work fine on my iPhone. I have also powered off device, but to no avail. I can hear fine through the speaker.

From what I'm understanding, none of the earbuds you've used with your iPad provides sound but work fine in your other iOS devices. I'll be glad to help you with this.
If you hear low or muffled sound from your Apple EarPods -- I realize that you're not hearing anything from your earbuds (EarPods) but these steps can help.

You could try not pushing the connector all the way in. The dimensions of these tiny plugs and connectors seem to be a bit flexible.
