I've had this exact same issue since the 9.3.2 upddate I've worked with support and have completely restored my phone (iPhone 6) with no luck. They ran their diagnostics on my phone and said there was no hardware issues. They then suggested that I make a genius bar appointment to have them do further hardware testing. So I did and they told me that the diagnostics test was the same, and that there was nothing they could do. So according to Apple there are no software issues, no hardware issues and they cannot help me even though their own map program doesn't work.
If you search the support messages you will quickly find out that we're not alone. This is a big issue and they are not owning up to it.

Aug 23, 2016 4:33 PM in response to Kkeikaysby hjonpark,I had a similar problem. My Apple Maps and Google Maps work fine when I'm connected to wifi. But on cellular data, none of the navigation apps worked. Apple Tech Support and multiple "Geniuses" were stumped. Then I stumbled on this and it worked!:
SETTINGS>PRIVACY>LOCATION SERVICES>make sure Location Services is toggled ON. Then in the middle of this screen: SHARE MY LOCATION>make sure Share My Location is toggled ON. If you found any of these to be toggled OFF then that was your problem (just like me).
Now my Apple Maps and Google Maps work just fine. Hope it works for you too!
