How is the account 'blocked', and what does 'please block outside Apple ID menu and re-start' mean ?

Aug 10, 2016 2:09 AM in response to Roroelhayaby King_Penguin,Whether your account can/will be re-enabled will depend upon why it's been blocked - if it's been blocked because you've violated the store's terms (e.g. using a country's store when not in the country) it's unlikely to be re-enabled.
If you've forgotten your id try : If you forgot your Apple ID - Apple Support
If you've forgotten the account's password you can reset it via http://iforgot.apple.com and answering the account's security questions
Or contact Support in the country where you are (and which is therefore the country on your account) : Contact Apple for help with Apple ID account security - Apple Support
