Why will my iPad not download all photos

I have 3260 photos in the all part and 3229 in photos part but when I sync with iTunes there are only 1163 photos downloaded.

I Have Aperture but I dont use for downloading only use the program photos.

iPad, iOS 4.3.2, It is now iOS 6.1
