I bought some apps a year ago with a different credit card abroad. They somehow got lost on my iPhone, but they're still on my iPad.
How can I get them off of the iPad and onto my iPhone?

As far as I know, you would need to download them from the App store where, I assume, you purchased them. They should be listed under "purchased."

You would have to sign into that country's App Store in order to download past purchases. As far as I know, you will not be able to do so, if you have a credit credit balance in the country's App Store you are currently using. If you do not have a balance (balance on an iTunes gift card as an example), try signing out of the App Store your using now and sign into the other country's App Store.
