Q: How can I sync my iPad to my iPhone, contacts and pictures?

Sign up for iCloud, and make sure the setup information is identical for your iPad and iPhone. If the information is the same, the information will sync.

However, if you have tons of pics, it may be more than the complementary iCloud allotment. You can learn about the allotment levels here:

Under Settings > iCloud, be sure that your email address matches on both devices and that you have Contacts and Photos "On".
