Is it possible to scan QR codes on desktop computers without cameras?
Or does it really require an online device with its cameras?

No.
many QR codes resolve to online content so yes, you need a connection.
I'm not sure how you would read it without a camera either. Apache smoke signal transmits similar to wi-fi except instead of 1's and 0's it uses buffalo pooh.
