how can I get someone to call me about an App Store issue? I've made multiple requests for help online and emails that we're all ignored and would like someone to speak with me

If you have not used this method, you have not made contact with Apple's "iTunes accounting team". I have confidence that this will get you in proper touch.
II've filled multiple forms similar to this, I'll fill out another one too just in case I missed this one. Thanks tho. I started at reportaproblem.apple.com and kept digging
Again, that form is the only one of which I know that will contact Apple Accounting - "similar" forms do not count and MAY be SCAM/Phishing attempts, but I cannot say without URLs or copies of emails
This path will not then be "another one" - but rather the FIRST one
