I had to look it up!
from Write a review or leave a rating in the iTunes Store or App Store - Apple Support
- You have to find one of these "items" in iTunes Store IN iTunes App - iOS device or Mac or PC (my example below)
- choose the item
- choose "Write a review"
- attend to the bottom right and choose > "report a concern"

Before opening any eMail, hover-over the eMail sender's name (be careful; don't click it) and see who it is from.
Report all PHISHING eMails to your eMail Provider.
After Reporting it, add that sender's eMail Address, along with their Domain to your eMail's filter list. Also, filter out the sender's name, keywords in the title or text, etc.

iTunes - Official Apple Support
https://support.apple.com/itunes
- scroll to the bottom and choose [Get Support] BLUE BUTTON
- choose [iTunes Store] = REVIEWS are in the iTunes Store attached to the App
- choose [Other iTunes Store Topics]
- choose [The topic is not listed]
- ENTER " SPAM on App Store "
- [Continue]
- choose [Email] = only option
- fill out the form CAREFULLY and [Continue]

I would provide iTunes Preview page URLs for as many Apps as you can. Apple cannot be expeted to scour every App for occurances
Oddly, it appears that POSTING a review is a MODERATED process in the US Store... don't get me to lying about any knowledge of Chinese Store

I just retested my precise steps from above...
If still no email option for you, I would choose one of the options presented
Assuming China(?) from your example App screenshot, I was able to (I think, will NOT translate with GoogleTranslate) get en email option
