I have an iPhone 6s with iOS 9.3.4, and Siri doesn't hear me, I have already hard reset it, did the network reset, checked if FaceTime works and it does and Voice Control ( Siri off) can hear me. So I don't know what to do

Not sure i totally understand your question but have you checked your Siri preferences to set it to "always on" under "Voice Feedback?" This is found in the "general" settings area under "siri".
Yes it is set to "Always on" I everything that works with voice recognition works good except Siri and Dictation
