How to add rescue email on Apple ID?

How to add rescue email and change security questions on Apple ID? Now, I'm using iOS 9.3.4. I wanna change my security question, but unfortunately I can't do that because I don't have rescue email. All time, I added rescue email it always alert me to answer question, but I have forgotten. What should I do?

You need to ask Apple's Account Security team to reset your security questions. To contact them, clickhereand pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submitthis form.
