My Wallet doesn't have a place to enter Credit Cards only the portion to enter passes and store apps. How do I fix this?

Apple Pay is available within selected countries:

Unless your iPhone region is set to one of those regions, you will not see the option to add cards to Apple Pay.

Go to: Settings > General > Language & Region > Region.

It is also only possible to add supported payment cards from participating banks or stores within those countries.

You are referring to Reachability, which is not a split-screen feature.

On iPhone 6s Plus and some other models, Reachability enables you to bring items from the top of the screen into reach at the bottom of the screen (which may be helpful during one-handed use of your iPhone). To activate this, lightly double-tap the Home button.
