If you have such a backup with the notes then restore from that backup. Make sure that yo do not backup the curring configuration of the device since that will overwrite the previous backup.
Note the iCloud backup does NOT included iCloud items like Notes.

My opinion is that Apple really can't do anything since you deleted the Notes
