I'd certainly want to get an old iPhone wiped for new use since they can be extremely useful for a while. We can check out what's stopping the reset.
If you're going to Settings > General > Reset > Erase All Content and Settings or using iTunes and restoring the phone, both will need the iCloud or Apple ID name and password to allow for wiping the device. So if the iPhone isn't taking your current password or Apple ID, it could be a different one signed in under Settings > iCloud in the iPhone. Take a look there to make sure what account is signed in and then see if you know the password to sign out or reset the iPhone.
