I wanna have some more space in my iPhone so i wanna delete all the pics from the device but i still wanna be able to see them in the cloud whenever i want to. is it possible to do so and how?

No. That's not how iCPL is designed to work.
You you can turn iCPL off on your device, but you will not have access to all your images, only the ones you choose to sync via iTunes.
Make sure you turn your local on-device Photos library to be Optimized. With this setting, the library size will be adjusted dynamically to free up more storage space as you need it for other files. Or is that not working on your device?
