I can understand how frustrating this could be however the iPhone does not give an option to disabled cellular calls completely. If a compatible WIFI network is available and the signal is strong, you should stay on the WIFI calling network.
Another poster has included two articles provided by Apple that may help to resolve your issue.

Every time the AT&T signal goes from "no service" to one dot, the phone jumps over to the weak cell signal. Then when there is "no service" again, the call jumps back to Wi-Fi Calling. The call isn't dropped, but the conversation is impossibly broken up. I'm going to try calling while in Airplane Mode... seems like that might be the solution.
