Have you tried signing out of iCloud and then sign back in?
I followed the whole routine of uninstalling icloud an reinstalling it rebooting and signing on again. When I try and sync the contacts and calendars by checking the box it just sites there in some kind of loop. My wife's laptop has the same problem and it started right after we both installed the update from Microsoft kb3176495 which is an update for the Window 10 Anniversary update. Neither of us can get to our contacts. Thanks.

Thanks for the suggestion. I tried this but it did not solve my problem. I read in another Outlook 2016 blog that there are lots of people that have this problem after the Windows 10 Anniversary update. One person was in contact with Apple but it could not be solved. I will keep searching for the solution.
I had followed the temporary solution outlined in the Microsoft site to revert back to a previous version of Office 365 and freeze it to stop updates. iCloud works with Outlook 2016 now but no updates until a final solution is identified.
