What is the size of the download for. iOS 9.3.4 for the iPhone ?
I am coming from iOS 9.3.2 with an iPad Mini 2.

If downloaded directly on the device, it should only be a few hundred megabytes.
You will not be able to update over Cellular however, they generally require Wifi.
Connect to a Wifi network and download it there, no reason to use the Data Plan.
