2. Use Safe Mode to start up your Mac so that it performs certain checks, delete system cache files, verifies your startup disk, and attempts to repair directory issues if needed. Test the issues in Safe Mode, and then restart normally and test again.

Aug 13, 2016 4:59 PMby darren.s,You may need to reinstall Outlook 2016 for Mac, if you haven't tried that. If you have the same issues with Calendar in the new user account as suggested, you may have to re-install OS X as the Calendar app is part of the OS X operating system so has to be re-installed with the OS X software.
