I received a message that states my Apple ID and phone number are now being used for iMessage and FaceTime on a new phone. I haven't gotten a new phone, so what does this mean? The same message appeared on my IPad.

Have you recently signed into your Apple ID on an iPhone?

This does not necessarily mean it was a "new" device but you can check and see what devices are signed into your Apple ID .

I would suggest to go to appleid.apple.com to reset your apple ID password, if someone does have access to your password and has signed in on another device, they do have access to your personal information.

Hopefully this article helps:

it means someone used your ID, and if someone in your immediate family shares that ID or you signed into something from someone else's devices this will show up.

and the info for the phone or other device should appear in the email.

you can review you purchase history here if this is suspicious.

See your purchase history in the iTunes Store on a Mac or PC - Apple Support

in which case change your ID password and contact Apple using the link below.
