Q: i have changed my password 11 time but icloud is still blocked

OMG! MY ICLOUD IS BLOCKED AND I HAVE CHANGED MY PASSWORD 11 TIMES BUT NO LUCK IT'S STILL BLOCKED....I NEED HELP! IF I LOSE MY PHONE I WILL NOT ABLE TO FIND MY PHONE ON THE APP . I NEED HELP.
