This does not apply. Taking the device and the original documentation only works when you are the original owner (and so have presumably forgotten your ID) or if the original owner is deceased and you have both original documentation and a death certificate, together with proof that you are now the legitimate owner. If the OP can't contact the original owner there is nothing he can do.
