Thunderbolt Display and then into the Mini and see if the same thing happens.
What you may be seeing is a precursor to the displays built in cable failure.
At least it could eliminate a costly repair issue. Though the cable itself is not that
pricey, opening up the TB display to replace it could be.
Although not plugged into a Mini, I started seeing similar behavior plugged into my
iMac until there was finally a complete cable failure.
