Q: Text loupe doesn't appear

It is annoying that the text loupe often doesn't appear when you touch long.

it happens frequently in safari where it is most noticeable. But not exclusively, this bug affects also all other apps. With Safari and my note taking app it is the most serious because I often need to select text.

releasing the focus of the text field doesn't help. I tried to touch somewhere else and then enter the text field again but the loupe didn't appear.

    Hello foo-on-air,

Thank you for using Apple Support Communities.

I understand from your post that when trying to use the text loupe it does not appear. I know how important it is for you to be able to use the text loupe in your apps like Safari and Notes. In a situation like this, I would recommend restarting your iPad Mini 2 first. The following article has the steps to restart your iPad Mini 2:

Restart your iPhone, iPad, or iPod touch

If the issue persists, you will want to create a backup file and then look at resetting the settings on your iPad Mini 2.

How to back up your iPhone, iPad, and iPod touch

Once you have a backup saved, then reset all the settings using the following steps:

    Reset iPhone

    Reset iPhone

Reset iPhone. Go to Settings > General > Reset, then choose:

Reset All Settings: All your preferences and settings are reset.

    Best Regards

    HI

a reset didn't change the situation. certain apps including safari on iOS have grave issues showing the loupe. For example one notes app often doesn't show the loupe whereas another doesn't seem to have the problem. So to assume that they use different methods for text selections. But in apples native browser it's disappointing to see the same issue.
