I bought an iPod off Craigslist lady asked me to delete account I tried and then I asked her for her access code and she told me to figure it out later now I'm trying to get into the iPod and can't it's stuck on the setup screen is there any way to fix this

Nope. That is the activation lock and it's mean to be a theft deterrent program (requiring the apple ID and password used to set up the device to wipe it) so there's no way around it
See if you can get your money back because it cannot be used, sorry.
Tell the seller to remove the device from Find My iPhone using the instructions on this page iCloud: Remove your device from Find My iPhone. (Scroll down to Remove an iOS device you no longer have) . If she can't do that, insist that she return your money as the iPod is useless (except as a poor flashlight).
