I understand your iPad Air is prompting you to sign into the iTunes Store, even though you are not purchasing anything. I can certainly understand your frustration, as this has happened to me in the past. Here are some steps you can take to resolve this issue:
1) Check your iTunes Store billing information.
2) Sign out of the iTunes Store.
3) Restart your iPhone.
4) Sign back into the iTunes Store.

Change or remove your Apple ID payment information
Sign in with a different Apple ID on your iPhone, iPad, or iPod touch
