Is there a way to connect a Thunderbolt 2 external drive to a USB equipped legacy MAC Tower?

Thank you. I was confused as BH was selling a TB2 cable with a USB connector. SO I wondered if I connected the TB2 pin to the external drive and the USB connector to my MAC Pro Tower if it would run even if at a slower speed.
