Attach images to a screenshot

We are trying to plan out an international road trip and want to take a screenshot from my iPhone and attach it on top of a map screenshot I took on my computer.

I would also like to be able to take notes on it (travel times), highlight city names, attach web links, etc.

Does anyone know of a program that I can do this in?
