I find the apple apps like keynote, numbers, garageband, imovie etc missing, on checking I found an apple support page stating I can find and install the apps for free, however on checking in the appstore on my device, I see they are not free? is there any other way to claim my free apps, thanks!

I can only suggest that you persevere with the purchase of an app in that collection that you actually want to use. Either it will turn out to be free after all, or you can contact the iTunes Store team to report a problem and ask for a refund if you are charged.
