Why does my music on my phone delete when I merge with iCloud library?

When I invoke iCloud library on my iPhone, a portion of my music library is deleted off of my device and now forced to use cellular or wifi to listen to music. Is it possible to have both iTunes music library and iCloud/Apple music synced?

Do you need iCloud library on to download Apple music for offline use?
