It looks like your iPhone 6s is taking exceptionally long to connect when making outgoing calls. I know how fast something like this can become an annoyance, especially in situations where you're in a hurry and need to speak to someone quickly. I'm happy to help you get to the bottom of this!
There are several factors that could contribute to your iPhone taking a long time to connect to calls. If it's happening only in specific physical locations (such as in certain areas of a city/town or inside certain buildings/structures), or only when calling certain phone numbers or types of phone numbers (e.g. landlines or cellphones), it may be an issue with the connection between your iPhone and your cellphone carriers signal and cell towers. If the slow connection happens with every single outgoing call in every single physical location, no matter if you're calling a landline number or calling a cell number, we would want to try some steps to help rule out your iPhone being the culprit, in addition to your cellphone carrier.
Follow the steps in the support article listed below to help narrow this issue down and get it resolved. Although the article says it's for troubleshooting issues with not being able to make a call at all, the steps still apply to the problem you're experiencing. Don't forget the step in the article about contacting your carrier since that can play a huge part in figuring out why this is happening.
