Q: Not enough space on iphone- iOS 9.3.1

Dear Sir/Madam

I have an iPhone 6 with 16GB memory and I keep getting "There is not enough space..." On my phone. I have deleted all my photos, videos and music and a lot of my apps. However, when I check my manage storage, I can see that it says 11 GB is used, so I started adding up all my apps's sizes including iOS and they are only 1340 Mb which is almost 1.5 GB, so I am not sure where is this rest of memory is used for (9.5 GB)

My iphone had sotfware issues, so after I factory reset it, it was fixed.

I suppose it's a bug in iOS 9.
