iPhoto Library Upgrader on ElCapitan?

I still use iPhoto (as do many, many other Apple users.) I am trying to recover an old library file, but when I try to open it I am told that it is in a format no longer supported. I am directed to a link for iPhoto Library Upgrader. I download and install it, and nothing happens. There is no app, if I try to open the old library again, I end up back in the same loop.

When I check the download page for the Upgrader, it lists Lion and Snow Leopard. Lion and Snow Leopard!!

So, how do I recover this old library?

MacBook Pro (Retina, 15-inch, Late 2013), OS X El Capitan (10.11.4)

What version of iPhoto do you have? What version was the library you want to open created with?

And you have to install and RUN the iPhoto library upgrader - just installing it does nothing - read the instructions - Using the iPhoto Library Upgrader tool - Apple Support

the need for it does not depend on the OS you have but the version of iPhoto you have eh the version that created the library
