Q: My account is locked?

I Recently bought a song on iTunes to make as my ringtone, soon after I bought it I figured out I could it make it a ringtone so I refunded the item. After I refunded the item and explained why, I tried to up my my apps but a messaged popped up saying my account is disabled. I don't know how to fix it but it is getting annoying in E it's almost been a week and I haven't been able to update other apps  download new ones... Please help. Thanks!
