Apple TV not recognizing my iTunes (Home Shared) libraries

My Apple TV (3rd gen, Model A1427, Software version 7.2.1) does not recognize the Home Sharing feature via iTunes using desktop (windows 10). The view of the screen from the "computers" icon on the Apple TV device shows:

"Turn On Home Sharing in iTunes

To access your itunes library on Apple TV, turn on Home Sharing in iTunes on your computer using "d******@hotmail.com".

.
Now, before someone comes up with a copy paste of the troubleshooting page,
All devices are on the same network.

All devices have home sharing enabled (iTunes and AppleTV).

All devices are using the same account for homesharing and itunes.
I have restarted, turned off/on homesharing, etc

iTunes is open on my desktop.
I have rebooted the devices, in all possible orders.

Has anyone had this problem before? Am I missing a step?
Any help is appreciated. Thanks

Apple TV, Windows 10
