public folders not working?

Our lab macs are running El Capitan. The majority of the users are network users and login with Active Directory authentication. With this set up, Public Folders cannot be shared nor can I turn on sharing manually by adding the user's Public Folder in the file sharing window.

If I create a local user account, the Public Folder is shared without any issues so it has to be due to the fact that the users are network accounts.

Any ideas for a workaround?
